Russian strikes across Ukraine injured dozens of people on Tuesday, including at an educational institution in Rivne, while ballistic missiles hit civilian infrastructure in Kyiv and attacks killed and wounded residents in other parts of the country.
At least 25 people were injured when a Russian strike hit an educational institution in Rivne, local authorities said. Police reported that two people were in serious condition and undergoing surgery, while three others were receiving medical treatment.

In Kyiv, President Volodymyr Zelenskyy said five ballistic missiles struck civilian infrastructure. He also said Ukraine had received no early warning from its international partners about the attack.
Zelenskyy described the barrage on the capital as “particularly vile” and stressed the importance of intelligence sharing before ballistic missile attacks. In a statement, he said advance warnings could help prevent deaths and save lives. He did not identify any partner as responsible for the absence of a warning.
The attacks also caused casualties in Kharkiv, where four people were killed and 41 others wounded in strikes carried out over the course of one evening, according to Zelenskyy. A residential building in the northeastern city was destroyed, and rescue workers searched through the wreckage overnight.
In the capital, a woman was injured when a Russian strike hit a private home in the Darnytskyi district, according to the Kyiv City Military Administration. Further west, a Russian drone struck a residential building in the village of Murovane near Lviv during a morning attack on Tuesday, Lviv Mayor Andrii Sadovyi said.
The Kyiv region also reported fatalities. Tymur Tkachenko, head of the regional military administration, said one person was killed in the Fastiv district and at least two others were injured in a Russian attack.
Since last evening and up to now, the Russians have attacked Ukraine with more than a hundred different weapons – jet-powered drones, loitering munitions, and ballistic missiles. A significant portion of these strike assets were shot down. But unfortunately, not all of them.
An ordinary residential building was destroyed in Kharkiv; the rescue operation continued virtually all night as first responders searched for people under the rubble. Four people were killed in this strike on the building in Kharkiv. My condolences to all their families and loved ones. In Kharkiv alone, 41 people were injured in just one evening. There was also a particularly vile ballistic missile strike on Kyiv – five missiles that hit civilian infrastructure. Unfortunately, we received no early warning from our partners about this strike. Intelligence on Russian ballistic missile launches helps save lives, and this is one of the most critical issues. This is precisely what helps prevent people from being killed – when there is an early warning about ballistic missiles.
Ukraine has not carried out strikes on Russian oil refineries or the energy sector in general for the two days since the American President announced an energy ceasefire. But Russia did not heed the American President. During this time, the Russians have attacked both our energy facilities and our critical infrastructure, sending absolutely clear signals that they have no intention of refraining from strikes on Ukraine. Nineteen regions of our country have come under attack in these two days alone. Our position remains unchanged: Ukraine is ready for reciprocal steps toward de-escalation, and effective pressure on Russia is needed to make de-escalation happen. Wars end when the aggressor realizes that it cannot prolong the war.
Global pressure on Russia contributes to exactly that – bringing peace closer. But direct or indirect support for Russia, slowing down assistance to Ukraine, and making it harder to protect lives against ballistic missiles will certainly not help bring peace. Everyone needs peace. A strong America, a strong Europe, and strong partners are needed. Thank you to everyone who is truly helping!

Zelenskyy said Russia had launched more than 100 weapons against Ukraine since Monday evening. The attacks involved a combination of aerial threats, including ballistic missiles and drones, putting additional pressure on Ukrainian air defences and emergency services.
Although the front lines of Russia’s full-scale invasion have seen no major shifts since the previous year, Moscow has intensified its aerial campaign against Ukrainian cities. The attacks have exposed civilian areas to repeated strikes, with homes, educational facilities and other infrastructure among the reported targets.
Russia has also increasingly attacked energy infrastructure during the war, disrupting electricity, heating and water supplies. These attacks have raised concerns about the ability of Ukrainian communities to maintain essential services, particularly as the country faces continued pressure from Russian missile and drone operations.
Tuesday’s strikes came ahead of a European Council summit scheduled to take place in Brussels on Friday, 16 October. Zelenskyy was expected to attend the meeting, as Ukraine continues to seek international support amid Russia’s sustained attacks.
