RAF Fairford has become the focus of a widening security investigation after US Secretary of State Marco Rubio said a foreign actor was involved in a suspected plot near the British airbase, while UK counter-terrorism police continue to investigate the circumstances surrounding the arrest and subsequent release of five men.
Rubio’s comments have added a new dimension to an investigation that British authorities have so far described more cautiously. Speaking on Monday, he said the incident was a serious threat and that it “clearly involved the hands of a foreign actor”, but he did not identify the country involved or provide evidence publicly supporting the claim.
The five suspects, all British men in their 20s from London, were arrested early Sunday near RAF Fairford in Gloucestershire after police were alerted to suspicious activity involving three white vans and masked men close to the base. They were initially arrested on suspicion of explosives offences and preparing a terrorist act.
The arrests triggered a major security operation around the base. Armed police were deployed, bomb disposal teams were brought in and residents in the nearby village of Whelford were evacuated while investigators assessed the potential threat.
The suspects were released on police bail on Monday but remain under investigation and are subject to restrictions on their movement and contact with other people. Assistant Commissioner Laurence Taylor, head of Counter Terrorism Policing, stressed that the decision to release them did not mean the investigation had ended.
British investigators have said they are examining multiple possibilities, including whether the men may have been acting as proxies for a foreign state, either knowingly or unknowingly. Taylor said police were keeping an open mind and considering every possible angle, including the possibility of foreign-state involvement.
That position differs in tone from Rubio’s public assessment. The US secretary of state presented foreign involvement as an established element of the case, while British authorities have not publicly confirmed that a foreign state was behind the incident.
President Donald Trump has also questioned the decision to release the five men on bail. He said he would not have released them and suggested that the case could be connected to Iran, although he declined to provide further details. Rubio similarly referred to Iran as an example of a country whose actors have openly threatened US interests around the world, without saying that Tehran was responsible for the RAF Fairford incident.
Iran has denied any involvement. Iranian officials have rejected suggestions that Tehran was connected to the events near RAF Fairford, while British authorities have yet to publicly establish such a link.
The uncertainty has been compounded by reports that no viable explosives were found in the vans. Police searches reportedly recovered petrol, but no explosive device was identified. That finding has raised questions about the precise nature of the suspected plot and what the five men were doing near the airbase.
RAF Fairford is a strategically important site for the US military in Britain. The base has been used by American long-range bombers for overseas operations and has played a role in US military activity in the Middle East. Its connection to US operations against Iran has added significance to the investigation.
The incident has also exposed a difference in the public messaging coming from Washington and London. While US officials have spoken publicly about a possible foreign connection and questioned the handling of the suspects, British counter-terrorism officials have emphasized that the investigation remains active and that no single explanation has been established.
British authorities have maintained security measures around the area while the investigation continues. Around 85 households that had been evacuated were allowed to return as the immediate security operation was brought under control.
For investigators, the central questions now concern the purpose of the suspects’ presence near RAF Fairford, the significance of the vehicles and materials found there, and whether the men were acting independently or were connected to a wider network. Police are also examining whether any foreign actor had a role in the events.
For now, the public evidence does not establish who, if anyone, was behind the suspected plot. The five men have not been charged, remain under investigation and have been released on bail. The investigation is continuing as British authorities work to determine what happened near one of the UK’s most strategically significant military sites.
