Finnish Prime Minister Petteri Orpo is visiting Kyiv on Thursday to reaffirm Finland’s support for Ukraine as the country continues to defend itself against Russia’s war and pursue reforms needed for European Union membership.

Orpo is scheduled to meet Ukraine’s political leadership during the visit, which the Finnish government says is intended to demonstrate Finland’s continued commitment to Ukraine and its path towards EU membership.

Since Russia launched its full-scale invasion, Finland has provided Ukraine with nearly 5 billion euros in support, including 3.6 billion euros in military equipment and other defence materiel. According to the Finnish government, Finland ranks among Ukraine’s strongest supporters relative to the size of its economy.

The visit also includes a Ukrainian-Finnish business forum, bringing together representatives from more than ten Finnish companies and other organisations. The forum is intended to provide an opportunity for Finnish and Ukrainian representatives to discuss business cooperation alongside the wider political and security agenda.

Orpo last visited Ukraine in May 2025, following an earlier trip in August 2023. His latest visit comes as diplomatic efforts to find a path towards peace have intensified, although Russia’s position remains a major obstacle to progress.

On Tuesday, a meeting took place in Oslo involving Ukrainian President Volodymyr Zelensky, Finnish President Alexander Stubb and US special envoy Steve Witkoff, among others. The discussions focused on proposals related to efforts to end the war.

Witkoff subsequently discussed the proposals with Russian President Vladimir Putin on Wednesday. Putin said the talks had not produced significant results, underscoring the difficulties facing international efforts to secure an agreement.

Orpo’s visit places Finland’s continued support for Ukraine in focus at a time when diplomatic discussions are gaining momentum but a breakthrough remains uncertain. Alongside its military and financial assistance, Finland has emphasised the importance of Ukraine carrying out the reforms required to advance its EU membership ambitions.
