Since 2017, Thales DIS Finland has been producing Finnish passports in Vantaa. This week, the company completed mandatory redundancy talks. About 130 employees will remain, while the rest face layoffs. The development was first reported by Taloussanomat.

All future Finnish passports will now be printed outside the country. Only the personalization stage — where details are added to the passport — will continue to take place in Finland.

Thales explained that this move is part of a larger strategy to streamline operations by consolidating secure document manufacturing in Poland. The company believes this will enhance efficiency and reduce costs.

Previously, Finland had outsourced passport production until concerns over supply chain control and national security brought it back home in 2017. With this decision, Thales has now reversed that shift, once again relying on foreign facilities to handle the bulk of passport creation.
