Helsinki sexual crime rise has become a major concern for both residents and authorities as new figures from the Helsinki Police show a steep increase in reported sexual offences across the city. Recent police data suggests that reports have grown by more than half in two years, with rape cases showing a particularly sharp jump.

The statistics reflect a change in how the law defines sexual offences, following Finland’s updated legislation that took effect on 1 January 2023. The new law widened the types of actions that count as sexual crimes and created new punishable categories. Police previously warned that reported cases would likely increase after the reform.
From January to October 2025, Helsinki Police registered 1,011 sexual offence reports. During the same period in 2023, the figure was 653. The full year of 2024 recorded 1,131 cases, compared to 808 in 2023.
Rape and coercion into sexual intercourse accounted for 402 reports from January to October 2025. In 2023, the figure for the same period was 239, showing a jump of more than 68 percent.
Reports involving child abuse have also risen. In early 2023, police recorded 135 such cases. By 2025, the number reached 169. Other sexual crimes that do not fall under rape or child abuse rose by nearly 58 percent over the same timeline.
Jari Illukka, crime inspector at the Helsinki Police Department, said the rise did not slow down after the reform. He explained that new punishable behaviors defined by the updated law are contributing to the increased reports.
Police statistics show that roughly one third of suspects in sexual offence cases in Helsinki are foreign nationals. For rape suspects, this share rises to about forty percent. These figures have not changed much over recent years.
Sexual harassment remains the most common offence apart from rape and child abuse. Under the new law, harassment now covers non-physical acts as well as physical contact. In 2024, harassment accounted for 251 cases, making up about 22 percent of all sexual offences in the city. That figure is double the number before the legal changes.
The most frequent pattern involves sexual acts between adults where consent is unclear. Police say many situations come from misunderstandings or poor awareness of boundaries. Officers note that deliberate intent to violate another person’s sexual rights happens less often than assumed.

Illukka explained that many cases initially rely only on a victim’s statement. Investigations may struggle if victims lose interest, do not attend questioning, or report the case long after the incident. Determining consent becomes harder as time passes.
Police urge victims to report cases as soon as possible. In emergencies, people should call 112 for immediate help. Officers can then file a report, guide victims to forensic services, and search for suspects before evidence fades.
Victims in Helsinki can receive around-the-clock support at the Seri Support Centre located at the Women’s Hospital. Anyone under 16 is treated at the New Children’s Hospital emergency unit. Services include forensic exams, risk assessments, STI testing, psychological assistance, and plans for continued care.
