The Finnish border closure has left communities near Russia struggling with severe economic consequences. More than two years after the 1,300-kilometre boundary was shut in December 2023, eastern Finland shows signs of life moving at a crawl. Helsinki closed the border in response to what it described as a deliberately engineered influx of undocumented migrants aimed at destabilising the country, an allegation the Kremlin has denied.
The shutdown followed President Vladimir Putin’s announcement of an expanded mobilisation of reservists, which had already increased cross-border movement. Finland responded with accelerated security measures. By November 2025, a 200-kilometre stretch of border fence had been completed, standing three metres high and fitted with night-vision cameras, lighting, and loudspeakers in the areas considered most sensitive.
Businesses in the border regions were hit first and hardest. Cafés, restaurants, and small shops that relied on cross-border customers saw revenue vanish almost overnight. Before the closure, nearly two million crossings occurred annually, driving local economies. With that flow halted, many establishments have had to shorten hours, cut staff, or close completely.
The impact on employment has been dramatic. Finland’s national unemployment rate reached 10.2% by December 2025, the highest in the European Union, but border areas experienced rates as high as 18.2%. Local officials have voiced frustration at the limited support from the government, noting that many communities are left to absorb the shock themselves.
Even amid the growing economic strain, there is recognition that the border closure may have been necessary. Officials argue that security concerns outweigh the financial losses, but for the businesses and families on the frontier, the cost is immediate and long-lasting.
The Finnish border closure continues to shape the lives of communities along the eastern frontier. With trade and travel curtailed, the region faces a slower recovery, testing both resilience and policy measures designed to stabilize the local economy.
