Female passenger Katy Inzer is the subject of an investigation after a male traveler allegedly reported seeing her remove her pants and engage in a sexual act during a flight from Baltimore to Miami, according to a police report.
Inzer, a 46-year-old bartender, was reportedly in seat 9D on the September 11 flight when another passenger alerted a flight attendant about her behavior approximately 20 minutes after takeoff.
According to the report, the 61-year-old passenger told flight attendant Gabriel Barrero that he had seen Inzer remove her pants and engage in an inappropriate act while making sounds that drew his attention.
Barrero told police that he approached Inzer after receiving the complaint and instructed her to put her pants back on. The report states that she complied without further incident before later falling asleep for the remainder of the flight.
Police were waiting when the aircraft arrived at Miami International Airport following a report of a female passenger allegedly causing a disturbance on an inbound flight from Baltimore.
When questioned, Inzer reportedly said she did not remember what had happened during the flight because she had fallen asleep.
The arrest report states that officers noticed a strong odor of alcohol and that Inzer’s eyes appeared bloodshot. She reportedly told investigators that her flight from Baltimore had been delayed by about two hours and that she had consumed several alcoholic drinks before boarding.
Because the alleged incident occurred while the aircraft was in flight, the Miami-Dade Sheriff’s Office determined that the matter fell under federal jurisdiction and referred the report to the FBI.
An FBI agent, identified in the report as Justin Houston, was notified and requested a copy of the police report.
It remains unclear whether the FBI investigation resulted in any further action. US media reports indicate that no charges had been filed against Inzer at the time of reporting.
The incident also illustrates the legal complications that can arise from alleged conduct aboard commercial aircraft. While local police may respond when a plane lands, incidents that occur during a flight can involve federal authorities depending on the circumstances and the jurisdiction involved.
